ESA SERVICES - Phase I Environmental Site Assessment (ESA) |

RRC performs Phase I ESAs in accordance with the American Society for Testing and Materials (ASTM). This ASTM process is the widely accepted standard for completion of ESAs needed to meet one of the due diligence requirements for limited liability under CERCLA. The Phase I ESA is recommended for sites with an inferred higher potential for liability such as sites with an unknown or uncertain history, industrial sites, commercial sites and sites within industrial areas.
The elements of a Phase I include: ¨ All elements of the Database Records Screen ¨ A detailed on-site inspection ¨ Off-site reconnaissance of adjacent properties from the subject properties or accessible public areas ¨ Review of historical aerial photography and street directories as available ¨ Interviews with owner/operator(s) with historic knowledge of the site ¨ Interviews with local officials (fire marshal, township manager/engineer, health department, etc.) ¨ Recorder of Deeds and Assessor computer records review ¨ A title search for a 50-year period (if requested at additional cost) ¨ Environmental lien inquiry (Recorder of Deeds computer records) ¨ Topographic map review ¨ Soils survey review ¨ Zoning map review ¨ Radon map review ¨ Sanborn Fire Insurance Map review, if readily available ¨ Geologic and hydrogeologic conditions review ¨ Floodplain map review ¨ City Building Department records and other local records review ¨ review of site-specific state environmental agency files, if readily available ¨ Historical atlases review, if readily available ¨ Historic land use map review, if readily available ¨ Other miscellaneous document review, if readily available
Other elements that could be incorporated into the Phase I ESA which are considered additional scope issues by ASTM include detailed surveys for asbestos-containing building materials (ACBM), radon, lead-based paint, lead in drinking water, wetlands, and mold. |
