Database Records Screens (DRS) The Database Records Screen is a detailed review of state and federally listed facilities located within an approximate one-mile radius of the subject Property. The purpose of the DRS is to quickly verify that the subject property or nearby properties are not listed with state or federal regulatory agencies, and subsequently subject to potential environmental impairment or regulation. RRC obtains the compilation report for the project area from EDR, the service provider with the largest and most accurate database of environmental and historical land use information in the world.
After analyzing the data provided, a RRC environmental professional experienced in interpreting the state and federal regulatory data will prepare a DRS report. The DRS report includes a summary of all listed regulated sites within the one-mile radius. The report also provides conclusions, based on experience and general knowledge of local geology and groundwater conditions, regarding the potential for listed sites to impact the subject property.
The DRS is used for sites with an inferred lower potential for liability such as undeveloped rural properties, leased properties, residential properties, or recently developed (after 1990) and smaller commercial properties in non-industrial areas where the site history is reasonably well known. The DRS does not meet the due diligence requirements for limited liability under CERCLA. If, at any time during the DRS process, we identify environmental issues indicating the need for a more intensive assessment (Phase I ESA), we notify the client immediately. When approved by the client, we continue the assessment as a Phase I ESA and apply the costs for the DRS toward the normal cost of a Phase I ESA. |
